I might be really dumb but I have to ask. Why is it that
when I view a web page from my computer, then delete the
cookies/temp files and I view the same page the next day
ar later that day and I know there are updates on the
page, I can't see them? I'm very confused.

If you delete the temporary internet files, then later you should see
the updated page. Incidentally, you can also receive the updated page,
even with TIFs intact, by holding down Ctrl while you click the
Refresh icon.
