You need to tell you BIOS that you want to boot from <boot disk> (CD, or
Floppy .. whichever it is) =ahead of= the normal hard drive. To do this,
you need to enter your BIOS setup just after you restart the computer -
normally by hitting the <delete> or <f1> or <f2> keys.
However if you don't know what you are doing, get someone who does to
assist, lest you dig yourself into an even deeper hole.
