Question on "tooltip" style lock key pop-up.

I have a question. Somehow, on my home Windows PC Pro SP3 (IE 8)
seems to have a service / application which is running and displaying
the status of the lock key (Caps, Num or Scroll lock.) It seems to be
a tooltip style pop up but does not use the same colours. I have not
been able to duplicate it nor locate the application / service that is
causing this.

It is not a problem but I would like to know what is controlling this.

Has anyone seen this?

You have obviously installed some utility that you don't remember
installing. Look in Add/Remove Programs, MSCONFIG, and in Admin
Services for something strange.
