Question about TweakUI

When you first run TweakUI, does the inital state of all the boxes
(i.e. - whether they are checked or unchecked), represent some
default state for TweakUI, or does it represent they way things are
currently set up in the registry. It appear to me to be the former.
For example, I have auto-complete turned off everywhere, but TweakUI
has that box checked for filenames under Common Dialogs.
 
It represent they way things are currently set up in the registry. Note that
this setting applies to Open / Save As dialogs, but not for Internet
Explorer.
