Question about pictures

I received an email in my hotmail account, complete with text and a .jpg.
When I forwarded it to my wowway.com email account in Outlook, only the text
appeared. (Carrots appeared where the picture should have been.) There was a
..jpg attachment, but when I clicked on it, no picture appeared then either;
only the Micorsoft Clip dialog box appeared with a blank area.

What happened. What should I do? This doesn't happen with all my emails.
Most of my emails/pictures come through.

I have Windows XP with service pack 2, 504 MB RAM, and Outlook 2003.
 
Depends on your version of Outlook and if the picture is embedded in the
email or placed on public server.

OL 2003 blocks pictures located on the internet as standard but can be
changed here:
Options -> Mail Format, Internet Format.

Thanks, I checked my settings, and they allow the Internet to send pictures
in my email. As indicated in my first post, I have Outlook 2003.

I wonder what the problem could be.
