Question about French language setting

I have Win2000 in French install. My keyboard is Canadian
French...Unfortunately the O.S always default to keyboard in FRANCE. I have
added Canadian French keyboard in user profile and set as default. That
solve the problem. However at logon screen it still default the language to
France. That make it a problem to type user name or administrateur as the
keys don't match my keyboard layout..How can I set the language to Canadian
French at logon prompt? Thanks!
