input language is different when logging in than when loggued in

Since yesterday, when I log in to my Windows 2000 Pro workstation, the
keyboard is in French-France configuration (AZERTY). However, when I am
loggued in, the keyboard is in French-Canada configuration (QWERTY), which is
what I want when I log in also. The only thing I did yesterday was install a
software for a HP fax. The input languages installed are French-Canada and
English-Canada. I uninstalled French-Canada and re-installed it but that
changed nothing.

Any ideas how to fix this??
