q: outlook rules and alerts

Is there any way to create rule based on the e-mail received time, if it is
received between 9:00pm and 8:00am put it into a different folder?

What are you trying to achieve by this?

No, you can't move them based on time but you could create a custom view or
search folder that is restricted by the received time.
