Purchase Server 2003 upgrade

About 4 years ago, my client purchased a Dell PowerEdge server with Windows
2000 Server and 5 client access licenses and 5 terminal services client
access licenses. Now she wants to upgrade to Windows Server 2003 with 10 CALs
and 5 TS CALs.

Do I need to purchase a full version of Windows Server 2003 and licenses or
is there an upgrade path (and an "upgrade" price)?

Where can I purchase it?
