Punctuation marks - display at bottom of line and backwards

Using Word 2003, Windows XP - all languages set to English (US) the curly
quotation marks were displayed at bottom of the line and were backwards.
Apostrophes were at the bottom of the line as well.

I cleared formatting but we want to understand how did this happen? Did
the staff accidentally press a series of keys that controls this?

That's (sort of) normal behavior for German (not all apostrophes, but
open single quotes -- i.e., an apostrophe after a space). Maybe a
document, or a template, has somehow gotten switched to German.
