Pulldown for format cells not working

I have Excel 2000, Win ME. Recently the pulldown command to format cells
does not always respond - ie, no box appears, so I can't apply borders or
specify number format. The shortcut approach doesn't work either. I've
tried Help..Detect and Repair but the fault remains. Any suggestions
welcome.
 
Does it only happen in one workbook or even one worksheet?

If it happens in all workbooks, I think I'd try this:

close excel
windows start button|find/search for *.xlb

rename them to *.xlbOLD
and try it again.  If it worked ok, then dump those *.xlbOLD files and recreate
your toolbars at your leisure.
