Published Web Page appears differently than the Development copy of the same page

I have a problem with a web page that is looking different on two different
servers. On the development server, the page contains a section of text
with bulleted items. There are no spaces between the items. When I publish
this page using FrontPage to the production server, the page appears but the
bulleted list contains a blank link between each bulleted item. I cannot
figure out what is causing this. Any ideas on what to do to fix this would
be greatly appreciated.

One of our web developers solved the problem. For some reason a CSS file
was not present on the production server. She moved it back and the problem
has gone away.
