Publish form in OL2007 how?

In Outlook 2003 I can create a new mail, then from the menubar of the mail
item select Tools-Forms-Publish Form, to save the mail as boilerplate. I
can't find how to do the same in Outlook 2007. How is it done? There doesn't
seem to be any way to get a menu bar in the new mail window and the Office
button only gives the options of Choose form or Choose Infopath form.

You just need to turn on the developer commands, which are hidden by default. With an item open, click the Office button at upper left, then the Editor Options button and lower right, and check the box for "Show Developer tab in Ribbon"

If you start from the main Outlook Window and Select Tools->Forms-Design a
Form, do you get the expected dialogs when modifying the new message form?
