Outlook InfoPath Forms Tab missing

I've created a new Outlook 2007 folder containing InfoPath Forms Items,
however when the folder properties window is displayed there is no InfoPath
Forms tab.

Does anyone know why this is not displayed and how to get it to show up?

A little more info...
I've discovered that if I create the Outlook InfoPath folder under my
mailbox rather than a public folder the InfoPath Forms Tab (as well as the
Synchronization Tab) is present. So it appears that this issue involves
Public Folders.

I'm not sure if it's related but I've also noticed that when I right click
on my Public InfoPath folders that some of the folders include the "Promote
Form Properties" menu item and some do not.

My public folders are defined as :
Type: Folder containing InfoPath Form Items
Location: \\Public Folders\All Public Folders\MSTC Employees\(spedific folder)

The InfoPath forms are emailed to the public mail enabled folders where they
are processed by the individuals responsible for the folder. We are
switching from Exchange forms to InfoPath forms and this is our first take at
it.
