Public folder for notices

Is there a way to set up a public folder in exchange for notices such as
items for sale or such so that these emails do not get sent out in mass form
to 600+ users?

If so any help in set up would be greatly appreciated, and how to send or
post to this would be great.

That's exactly what public folders do.

this is for Exchange 2003.

What version of Exchange are you running?
