Public folder contact list = 'My Contacts'?

In one of our public folders, we have a shared contact list. Can we
make this shared contact list the default 'My Contacts' in Outlook. So
when they open their contacts, it doesn't open their own contacts in
their mailbox but rather this public folder?

No, the default is always the user's own Contacts folder.
