It is NOT recommended to put pst files on ANYTHING external other than for
backup purposes.
Copy them to your INTERNAL HDD and in Outlook open them from there.

The first time you installed Outlook, you did so on a machine that had a prior
version of Outlook on it. Outlook's mail profile, which keeps track of what
PSTs you're using, is in the registry and upgrading from one verison of Outlok
to another doesn't touch the mail profile. Thus, the new Outlook just used
your existing mail profile.

The second time, you reformatted the hard drive and reinstalled Windows, which
created a new registry containing no mail profile, so you have to create one
and point it at the existing PSTs.

What was the EXACT and COMPLETE error message?

But NOT on an external device.....

I don't see a reason for this caveat. External devices are no different than
internal devices. The only thing you must watch is to make sure the mail
profile is closed if you wish to disconnect the device and not reopened while
the device isn't present.

What do you mean by "it also came up with an error message"? What came up
with a message? What was the exact and complete text of the message? How
were you trying to copy the data?

So how does an external device differ from a network drive in terms of
connectivity then?

External drives are directly attached to the PC via Firewire or USB and use
standard I/O. Network drives are not connected to the PC and use different
I/O methods.
