Providing user account selected features

Is there an easy way to provide USER accounts (as opposed
to ADMINISTRATOR accounts) selected features? For
example, the ability to enable/disable certain network
connections? Thanks..

If you have XP Pro, you can use the Group Policy Editor. See the following
Knowledge Base Article for help with the GPE:

The above feature is not available on XP Home and while there are some
changes that can be made, it's fairly rigid and making what changes you can
make requires a rather convoluted process each time as it wasn't designed to
do this.
