protect forms in just the first section of a document?

Hi, I would like to protect forms in the first section of a document, but
also allow free editing of the rest of the document. Right now if I protect
forms in the first setion, I can not do numerous operations in the rest of
the document: insert footnotes, insert textboxes, right click on images to
change properties, change style formating, etc.

Is there something that I am missing?
There has to be a way to protect just one section of a document.

No, you're not missing something. Unfortunately, protecting one section
reduces the options available in other sections also.

Any strategies for getting around this? It seems like a very basic need in
numerous documents.
