How do I use two different document protection methods?

I have a 44 page document. I want to protect the first 30 pages of the
document to ensure no unauthorized changes can be made. I want staff to be
able to use the last 14 pages as fill-forms. How can I utilize both
"Protection" methods in the same document.

I know I can choose specific sections to form fill but then I'm unable to
protect the rest of the document from editing. THANKS!

You need to insert a section break at the page 30 point, then you can protect
by section(s) as required.
