Properties disabled

I am unable to access the Properties link under Tools. I
want to change my home page and I can't. When I go into
Network Connections under the Control Panel, this section
is light grey and will not work. When I try to access it
under Tools, I get a message that my computer will not
allow me to access this. I disabled my firewall,
thinking this was the problem, but to no avail. Any
ideas? Thanks in advance.
