propagate server side rules to users

I created a simple rule for marked spam mail to be moved to a seperate folder.
I set autoarchive to delete mail there over 14 days.
How can I "copy" this to work for all the users of my exchange system ?
All users use outlook 2003 and the server is 2003 also.
