Total rules failure on single mailbox

One of my user mailbox used to have 10+ server side rules working.
However some day ago, all these rules started to fail.
I had exported and removed all these rules and run the outlook /cleanrules.
I create a single test rule for testing and it also refuse to run
automatically.
Now the mailbox does not run ANY moving or copying rules automatically. I
had to run them manually to get the mails sorted out.

The rule is simple, copy emails with matching subject from inbox to a public
folder on arrived and delete it. The public folder has the necessary user
security.

Our environment is on Exchange 2003 server, Windows 2003 server SP1, Outlook
2003 SP2.

I had resolved this problem.
I used the mdbvu32.exe to manually remove all the rules as well as the junk
rules.
After which I reimport back the rules and all are working again.
