I'm getting a message saying "Administrator has prohibited access to CD/DVD
ROM drives."
I have administrator rights, so how can I turn the access back on.

Prevent access to drives from My Computer

If not XP Pro, delete the NoViewOnDrive value if it appears in either of
these registry keys...

HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer
and/or
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows
\CurrentVersion\Policies\Explorer

Hope this helps. Let us know.

The article stated
"To use this setting, select a drive or combination of drives from the
drop-down list. To allow access to all drive directories, disable this
setting or select the Do not restrict drives option from the drop-down list."

I am unclear how to get to these drop-down list.
The article also states it's for Windows 2000, but I am using Windows XP Pro

The article says "At least Microsoft Windows 2000". XP Pro is at least.
I am unclear how to get to these drop-down list.

Start | Run | Type: gpedit.msc |
Navigate to >>>
User Configuration\Administrative Templates\Windows Components\Windows
Explorer in the left hand pane.

Double click on Prevent access to drives from My Computer in the right hand
pane.

On the Setting tab, if Not Configured or Disabled is selected the Pick one
list is not available. To see the list you have to click on Enabled.

If it was set to Not Configured or Disabled you probably want to leave it
set that way.

Try this. Open the Registry Editor...
Start | Run | Type: regedit | Click OK |
Hit your F3 key to open Find | Type or paste NoViewOnDrive in the Find
what box |
Hit your F3 key again

If you find NoViewOnDrive, right click on NoViewOnDrive in the right hand
pane, click Delete and click Yes to the prompt.

Keep hitting F3 until you see the Finished searching through the registry
message.

NoViewOnDrive...
When a drive is represented in the value of this entry, users cannot view
the contents of the selected drives in My Computer or in Windows Explorer.
Note: The icons representing the specified drives still appear in My
Computer, but if users double-click the icons, a message appears explaining
that a setting prevents the action.
