Programs not starting up

Hi there. First time posting in a group. My problem is as follows. I
have a Windows XP Pro system that has an administrator account and a
normal (limited) user account. I have VMWare installed and it runs on
both accounts without a problem. When I add a short cut to the "All
Users" startup folder it will start when logging into the admin account
but not the normal account. After alittle more testing I found out
that no programs will start automaticly from the normal account. They
will work if I go into the folder (while logged into the normal
account) and open the program. I am assuming it is a permission issue
(the person who orginally set up the system is unavailable) but I can
not seem to find where to change this. I do not want to make the
normal account have admin rights. Any help would be most apperciated.

A normal/regular account usually has administrative privilages,a limited
account doesnt.To stop/start a service with privilages,go to run,type:
services.msc In msc,scroll to the service,double click,in properties,select:
auto start or manual or disable the service,close out msc when thru.
