Programs "lock-up"/Applications Hang

Please help. On one user account, all applications
freeze/will not run once opened, and will not close.
Cannot end programs. Cannot shut down computer properly
from user account. All other accounts are fine.
 
The account is corrupted. Delete the problem user and add another one back
in.
