Programs don't open

I have a peculiar problem. On start up everything looks ok and my browser
and email work well but whenever I try an open a different program such as
Excel the splash screen appears announcing it and then it sticks, same with
other unrelated programs. Norton says there is no virus but Prevx 2.00 seems
to go wrong at this point and not respond. Any ideas please?
