programme running in background

when i access system tools I get a msg saying that there
is another programme running and to exit before
continuing. There is no evidence of any programme running
but whatever it is affects mouse function, freezes the
screen for a couple of secondsevery20 second, and causes
the screen to flicker. Any ideas on how I can find out
what is runninginthe background? Thank
 
Well did you try to open your task mannager (Ctrl+alt+del) and than look at the running proceses there should be every
running program on your machine.
Whan you locate the one that is cousing you trouble go to START>RUN>MSCONFIG>STARTUP and uncheck the box on
the left side of that program....
