Program will not run due to "debugger"

When I try to run the game Battlecruiser Millennium on my Computer running
Windows XP I get the Protection Error message:

Debugger detected - please close it down and restart!

Windows NT users: Please note that having the WinIce/Softice service
installed means that you are running a debugger.

I have been searching for several hours and have been unable to locate this
"debugger". Java debugger is disabled.

Earlier today, for some unknown reason, an error message popped up saying
Windows had to close because "Dr. Watson Postmortem Debugger".... Something
to that effect. I don't know what it was "debugging". I do know that I was
not playing a game. I haven't found anything yet.

I just had that happen to me and I was just trying to send an email, and it
just kept popping up so I can't send email, have you found out what this is?

I'm having the same problem with several different pieces of software under
Windows XP Pro w/ SP2.

Here's what I have tried (and doesn't work).
- Deleting the AeDebug Key from Registry (after setting Doctor Watson to off)
- Disabling the debug functions of Internet Explorer (under advanced settings)
- Turning off Error Checking
- Disabling System services that relate to error checking or debugging

Any more info on this would be helpful.
