Program will not execute from command prompt

I have three PC's in my office that will not execute Word from a command
line. The command used is the same as I use on my own PC and it opens
immediately. I am able to use the command line to open a program that
resides on the root of C:, but if I have to use the tilde in the path, it
does not work at all. These PC's are using the exact same version of Windows
2000 as all of the others. The reason this is a problem is that we have an
association on our AS400, in which we are able to use a function key to open
Word and insert text associated with the information on the AS400. Thank you
for any help you may be able to provide.

What happens if you use quotes:

"c:\program files\microsoft office\office\winword.exe"
