Is there a way to simply put a password on single program.

SO every time you open it, the program would ask for the password?

No.

Not "simply" like you would like it, but you could use a program like
the freeware Truecrypt to create a passworded virtual disk then install
your program on this virtual disk. This disk would then have to be
password mounted before the program could run.

Or you could install the program on a USB drive which would have to be
inserted in order to run it.

Not unless the program itself has such a feature.

Like Win2K, WinXP's file security paradigm doesn't rely on, or
allow, the cumbersome method of password protection for individual
applications, files, or folders. Instead, it uses the superior method
of explicitly assigning file/folder permissions to individual users
and/or groups.
