Program Must Repeatedly Be Installed

I use Photoshop CS under Windows XP Pro.
The program works perfectly except for one problem:
Whenever I shut down the system and then restart it I have to completely
reinstall the program.
Once I reinstall everything is OK.
I receive the message: "Windows cannot find Photoshop.exe"; however the
program is still in the correct location.
Suggestions?
