Program modify @ Start Up Issue!

Did RUN / MMC / add-remove snapins. I don't have the
next target.. There is no "Group Policy"??? What now?
MSCONFIG is not letting me disable any programs without an error warning on the next start-up.

All help is appreciated.

As far as msconfig is concearned that is normal. All you have to do when it
comes up on the next boot, is check the box that says dont show me this
again(or something similar) and it stops coming up.
