Program List is blank, display buttons missing

Recently I changed the background on my computer (a Google image.) Now my
program list is missing from the start menu, I have no radio buttons, no
arrows on drop-down windows, no minimize, max or X (close)....what file am I
missing? Damn that Snoopy skating out Happy Holidays!

I did do a System Restore....the problem is still there.....I was reading
about a similar problem and someone suggested kelly-korner-xp....# 285.....do
you know anything about this

The fix at line #285 will "Restore All Display Tabs", and has nothing to do
with your issue at hand.

Can you provide a screenshot for my better understanding of the problem?
