When I installed some new programs, a few of them did not appear in the other
user accounts on the computer. I realize that the shortcuts would not
appear on their desktop, but I expected the program to be listed in the
progams of the Start menu. When installing the programs, I inserted the CD
and followed along. The installation was successful under my user account,
but did not appear on the other user account. Please advise. Thanks.

If the installation gave you the option to install for all users or just
your account and you chose just your account, then you would need to
install the program in the other users' accounts. It is more probable
that you simply need to copy the shortcut to the program from your
Start Menu to the other users' Start Menus. Do this by right-clicking
on the Start Button and choose "Explore all users". Now you will get
the familiar two-paned Explorer window and will see all the Start Menus
for all the users on the system. Right-click/drag/copy icons from your
Start Menu to theirs as desired.

Why would this happen in the first place? I did not have the option to
intall the program to a specific user.

I have no idea. Maybe the program was poorly coded or is old and wasn't
written for a multi-user operating system. It hardly matters since
copying an icon to someone else's Start Menu is trivial.
