C>Documents and Settings>All Users>Start Menu. Opening the Start Menu
folder should show how your Start menu appears with a click on Start button.
Add and name your folders; then add shortcuts where wanted.

wrong place, never have done it. DOH!!

Glad it worked :) I remembered what I did way-back-when to organize the
blasted thing so it was usable for me.

I used to be able to open the Start Menu and move
programs around by click and hold an item then move it.
Has full right click menus too.

Now click and hold does nothing, right click does
nothing. What changed? How do I get it back?

Right click on the Start menu button, click Explore All Users > Windows
Explorer should open, choose "Programs" from the Folders pane > Right click
in there to create the folder you want and drag the ones you want in there.
