profile loads two versions of every startup item

I have a user who when she logs into her system she gets 2 versions of every
application that is supposed to startup on her system. I have checked the
"all users" profile and there is only one of each version with the startup
folder itself being blank on her profile. Where else could the extras be
coming from?

Well, I did that and guess what. Two versions of the "All users" profile
are loading. Now what?
