Processor wont run at full speed

I've had this computer for about a year and it has had the same problem right from the very begining but I have been unable to solve it.

The processor is capable of 3200 (200MHz), but whenever this setting is used it will crash on either the WIndows XP welcome screen or as soon as it gets to the desktop. When the processor is set to 2500 (166MHz) the computer runs fine, hence why I have not pushed to put it right. But understandably, I want it to run at the speed I bought it as.

At one point I thought it was the memory, as it was cheap memory, but I now have good quality crucial memory and the problem is still exactly the same.

My thought now is whether the motherboard and graphics card don't like each other, but I have searched the net and no one suggests this conflict between these 2 items.

AMD Athalon XP 3200
Asus A7N8X-X with nVidia2 nforce chip
ATi Radeon 9200SE graphics (128MB)
Crucial 512MB DDR400 memory
Maxtor 80GB hard drive
NEC DVD writer 2510A
Standard 3.5" floppy drive
Logitech IR corded mouse
Hauppauge WinTV card (added at a later date)
Standard 800x600 monitor
