Problems with windows shutdown

Hi,
I have a Dell PC with Vista. Since I installed the latest Windows update my
PC won't shut down. When I press the "shut down" in Vista it shuts down as
normal and then powers itself up again! this means I have to pull the plug
out everytime I want to close.
Is this windows or the PC?

There is an alternative as it happened to me once.

There is a setting in the BIOs which can reset and forces the PC to boot up
when closed down. I think it is called 'wake-up'. Have a look if it is still
happening.
