video problems

I've got Vista home premium 64bit sp1
8gb ram etc.
HP m9450f pc in fact.
It's set for I think 20 minutes then shut down monitor. Tons of the time It
won't come back up making me hold the power button down to shut off the pc
which is of course a bad shutdown giving you the bad shutdown options when
restarting. So how come this is a Vista bug or something and if anything,
how can it be fixed?

Also I've even had it change by itself monitor shutdown settings. I had it
set for do not power monitor off or any power save anything and then all of
a sudden it was changed to turn off monitor x minutes. I'm also the only
user on this pc and I know i've never touched it.
