Problems with Relative Linking

We are experiencing problems setting up relative links
using Front Page 2003. If I am directly on the web
server, it works fine, but when our webmaster is on his
system and opens the website with front page and trys to
do a relative link, he doesn't get the listing of
directories and pages to choose to link to.

Any suggestions?

when he connects to the server he should do it by:
file/ open site once he connects he might want to hit tools/ recalculate
hyperlinks.
that should work.
