Problems with quarantine and downloading

I recently got a virus that prevents me from downloading programs from the internet. I have found numerous viruses quarantined in my Norton Antivirus, but it refuses to let me delete the viruses. Any suggestions?
 
Have you taken a good look at the instructions provided in Norton's
Help,and have you looked for guidanced on Norton's web site (FAQ, or
other support)? What was said in those locations that was wrong or
failed? What have you tried?

The viruses may be in the protected restore files . Turning off System
Restore, rebooting and then turning System Restore back on will rid these
files of the virus. Jym
