Problems with Outlook97

I have installed Office 97 on a system running Windows
2000 Pro. When I try to open Outlook, I get the following
message. The program is not registered properly. Please
run Setup again. You don't have appropriate permission to
perform this operation. Everything else in the Office
Suite works fine. The computer is part of a domain and if
I log on as (administrator), Outlook works fine. I have
noticed that if I install NT, I do not get the same
problem.
 
The user that you are getting these errors as, is that
user restricted in any way?

The user is not restricted in any way. They are just a
Domain User
