Problems with modem

I have a new Dell computer with windows vista home premium. Most of the
time I use my usb speed touch 300 modem to access the internet. I would
however like to use a modem on "pay as us go" access as backup.
I have a "conexant d850 pci v92" modem. I have never yet however been able
to access the internet even though I have signed up with tiscali and freeola
pay as you go. I am always being asked to try again. I have checked in
systems hardware that the modem is functioning properly and also tested
modem diagnostics which give and all clear. I have followed all
instructions carefully any ideas?
