Problems with Homepage

My homepage is reset every time I restart my computer. It has been defaulting to res://mshp.dll/index.html#37049 and I have been trying to figure out what keeps reseting this option. I can change it in the Internet options page, and it will keep that homepage as long as it is the same windows session. Once i reboot it will come back to this page. I checked all my installed programs and found nothing fishy there. Can anyone offer a solution for me?

It is conceivable that software has been installed on your PC without your
knowledge. If possible, install and run one or both of these utilities,
which will detect that software, and give you the option to vanquish it...
