Problems with Downloads

I am unable to download programmes from any site, I get the following
message:

You are not authorised to vie this page

HTTP Error 403 - Forbidden

Can anyone help please

Brian, when in IE click on Tools>Internet Options>Security. Make sure that
all four zones are set to Default.
