Can't download

When I go to download from anywhere I get this
message HTTP Error 403 - Forbidden . Please help.....
I'm not a techie..

Thanks for replying...However I tried these and they
didn't work. I can't download from anywhere, from any
site.. I do not have any problems entering any sites, I
can't even play online game, because I can't download the
servers addresses and when I put an address in it just
sits there because it won't download the info from the
server.
This is driving me nuts. I can't get updates or anything
that I have to download.....
