internet explorer doesn't download

internet explorer won't download anything, goes to a page
that says, Forbidden Area, html error 403

Not enough information here for me to help, Dan.

Which specific sites are you trying to download from? Can it download from
anything else? What steps do you peform to see this problem, etc?
