Internet Explorer 403 Forbidden message - how do I resolve?

Hello everybody - we recently got bulldog broadband and ever since, anytime
we click on internet explorer we get a "403 Forbidden message - You were
denied access because: Access denied by access control list."

Firefox works just fine, but can't get onto the internet via explorer -
just get the message above.

Also Norton Antivirus is now unable to do a liveupdate and protect my pc -
I've read that Norton uses some components of explorer and that the problem
with Internet Explorer is the cause of the Norton problem.

Any suggestions on whether there's a broadband issue that my ISP aint told
me about and what I need to do to fix the Internet Explorer 403 message
problem and get back online with Internet Explorer - and fingers xd - norton
antivirus?

and fixed.........I turned off the proxy for my ISP
