403 Forbidden Error Message

Since my son downloaded some software from the net I have
been unable to access aby web pages.

The error I get is 403 Forbidden

and the text is


Forbidden
You were denied access because:
Access denied by access control list

Has anyone else seen this error and more importantly how
do I fix it.

Page
When you try to view a Web site after you connect to your Internet service
provider (ISP) by using a dial-up connection, you may receive the following
error message:
403 Forbidden: You were denied access because: Access denied by access
control list.

CAUSE
This issue can occur if the connection for your ISP is damaged.
RESOLUTION
To resolve this issue, create a new connection to your ISP.

so how do i properly setup a new connection? do i delete
my existing Lan connection first? could my security
settings in IE6 or ZoneAlarm be set wrong? the message
pops up when i am trying to download from microsoft.com
as well as a couple other sites (when i try to download).
please help me. i am new to these newsgroups and have a
hard time coming back to check my posts so if you could
email me at (e-mail address removed) with your response it
would be great. thanks!

Look at "Internet Connection Wizard", under "Connecting to Internet" in your
Help file.

You will create a new DUN (Dial Up Connection). You will probably have to
copy the current settings (by hand) and make sure they are correct by
contacting your Internet Service Provider.

No need at the moment to remove the current one, if all goes well then your
can just delete the old entry.

Clean your computer of parasites also.
Download AdAware and run it. I gave you the URL previously.
